Role Purpose and Role Dimensions:

To be responsible for a wide range of administrative, officer support and customer service tasks relating to the effective running of the property licensing, housing standards and enforcement section.

At Grade 4:  To take and record initial housing and tenant service enquiries relating to standards, licensing, conditions and tenancy issues, triage and allocate to an appropriate officer or forward to other Council teams.

To support staff with the effective implementation of the property licensing scheme including; sourcing information, updating databases, creating files, serving notices, registering notices and reports.

At Grade 5:  To hold a small caseload; including CPRPL unlicensed properties.  Undertake the initial investigative work including information gathering, writing to parties and data storage.  To determine case enforcement fees and charges, then raising demands and invoices.

To be responsible for processing public health/ housing works in default from the invitation of tenders/estimates (in accordance with procurement requirements) and the placing of orders through the payment of invoices and recovery of costs.

To provide cover to other Public Protection teams.

Essential knowledge:     

  • Demonstrates a good level of computer skills
  • To have a good working knowledge of various pieces of legislation relating to housing, public health and environmental issues
  • Appreciation of the operation of local government

Career Grade 5

Essential knowledge:         

  • Demonstrates a good level of computer skills including the use and interrogation of different systems including bespoke databases
  • To have a good understanding of the Housing Act 2004, Housing and Planning Act 2016 and other  housing, public health and environmental issues relating to the work of the team including charging and fees.
  • To have a working knowledge of legislation around planning, building control, tenancy relations and homelessness prevention.
  • Appreciation of the key issues within the private sector housing area and responsibilities of local government
  • Appreciation of the pressures on local government

Essential experience: 

  • Experience of working in an office environment and carrying out clerical, administrative, initial enforcement tasks
  • Experience of problem solving and undertaking investigative tasks with minimal guidance to enable first steps with enforcement, pursuing default costs and fees and charges to be calculated and recorded.
  • Of reading and understanding sections of legislation and government guidance.
  • Experience of taking and dealing with enquiries from the public, wider council departments and outside organisations
  • Of quickly picking up new skills following minimal training

 

Please note this is a contracted position of 3-6 months with the possibility of extension depending on budgets and performance.
